Queuing Discipline Stops Traffic on a network interface and can only be resumed when rebooting or migrating the VM to another server ( on Oracle VM ) or restarting the network stack ( service network restart ).

Oracle VM: When this happens the backlog for the vifX.Y ( X is the domU ID for the VM, Y is the interface number ) is 0 bytes ( backlog 0b in the example below ) but packages is higher than 0 ( 32p in the example below )
