Server Hung During Boot With Error '/etc/initd/functions: fork: Cannot allocate memory'

Information in this document applies to any platform.
Server was recently rebooted but during the boot up process it became hung showing the following errors on the console:
1. Oracle DBA installations or configuration modifications where performed on the server prior to the reboot.
2. The memory of the server and/or virtual machine was reduced.
