[PCA 2.x] Adding Custom Network Fails with "'INVALID_STATE_000: Invalid Compute node ILOM state: RUNNING.'"

Symptoms
On Oracle Private Cloud Appliance, release 2.2.2, when a custom network is defined, one would expect to be able to add compute nodes to it.
However, when running :
PCA> add network vm_public_vlan_back ovcacn09r1
The add operation fails with :
Error Message: Error (NETWORK_000): Exception while trying to add network vm_public_vlan_back to compute node ovcacn09r1: CANNOT_ADD_NODE_TO_NETWORK_000: Cannot add Compute node: ovcacn09r1, to network: vm_public_vlan_back. Reasons: ['INVALID_STATE_000: Invalid Compute node ILOM state: RUNNING.']
