[ PCA ] During a Primary Management Node Problem, the Standby Node does not start the ovca-related services (Doc ID 2288450.1)

On Private Cloud Appliance, during issues / outages on the primary Management node, the standby management node is supposed to take over the ovca-related services.

However this does not happen and services such as the Oracle VM Manager GUI are not available until the primary node is back.

Reviewing the /var/log/ovca.log of the standby management node :

[2017-07-12 21:00:01 2934660] INFO (util:415) This node ( is not the master
[2017-07-13 09:00:01 3541061] DEBUG (util:411) the dlm_locks command output is debugfs.ocfs2 1.8.6
debugfs: dlm_locks -f /sys/kernel/debug/o2dlm/ovca/locking_state
debugfs: quit
