[PCA 2.x] Provision Compute Node Fails at initializing_stage_configure_vhbas with "Error while attempting to create vhba0X on ovcacnXXr1" and "A Storage Cloud named %s does not already exist." (Doc ID 2298104.1)

On Private Cloud Appliance, all releases making use of vhbas, when one tries to provision or reprovision a compute node it fails at step initializing_stage_configure_vhbas with the following kind of error :

Status: Success
