cib:couldn't open file /dev/shm/qb-cib_shm... Permission denied (13) and Pacemaker cluster fails to start (Doc ID 2309316.1)

On : Oracle Linux 7.3 with Unbreakable Enterprise Kerne [4.1.12] version, Other Linux Issues or Packages

OL7.2 Server upgraded to 7.3 ,Server running Pacemaker cluster.
/dev/shm permission changed to drwxr-xr-t from drwxrwxrwt.
 As a workaround you have changed permissions on this files manually, but these are cluster nodes, so you want this permission issue to be fixed permanently.

Upon reboot cib couldn't open file /dev/shm/qb-cib_shm... Permission denied (13)
messages appear in /var/log/messages..

Cluster fails to start

The issue can be reproduced at will with the following steps:
yum upgrade from OL7.2 OL7.3 and reboot


 OL7.2 Server upgraded to 7.3
