[PCA 2.x] Virtual Machine Hang After Upgrade PCA to 2.3.1 (Doc ID 2309781.1)

Guest VM's become unresponsive after upgrade to PCA 2.3.1.

All virtual cpu's show 100% steal time, indicating CPU contention. The iowait is 100%.

Some processes enter D state.

vmcore of VM Guest shows:

Upgraded to PCA 2.3.1 (which uses Oracle VM 3.4.2).
