Why is a file system still full even when all large files are deleted?

Symptoms
A file system used by customer's application is deemed full and all file I/Os and locking are affected. However, even after clearing some large temporary files, this file system is still deemed full.
LS(1) is no longer listing these large temporary files, but DF(1) is still reporting close to 100% as used. The disk space is not being freed. So, where has the disk space gone to?
