Oracle Linux: One Slave NIC Frequently Goes Up and Down with Bonding Mode 802.3ad (Doc ID 2322433.1)

Symptoms

Two physical NICs are bonded together with bonding mode 4 (802.3ad) by setting BONDING_OPTS="mode=802.3ad xmit_hash_policy=layer3+4 lacp_rate=fast miimon=100 updelay=5000 downdelay=5000"

One slave NIC (eth1) is frequently Up and Down, which can be seen from the /var/log/messages file:
