Symptoms
One specific VM was running on an Oracle VM server which had hardware issue.
When start this VM on another running good Oracle VM server, it failed with the error below:

<Error> <ovm.mgr.api.exception.FormatException> <ovm.mgr.api.exception.IllegalOperationException: OVMAPI_2005E "[VirtualMachineDbImpl] "xxx" a<21903> (VM_NAME)" contains a component "xxx" in error. One of the Oracle VM server went down cause by hardware issue and a VM without HA was trying to be started up on a working OVS server in the pool
