Goal

If an Oracle Linux instance in OCI is not booting up correctly and you have checked/identified the issue using serial console as per Doc ID 2335735.1. When you need an action like fsck on root filesystem which is not possible from single user mode, you can use the “Boot Volumes” to be attached to another instance as data volume and do filesystem check or other recovery steps.
The steps are same for both VM and BM shapes.
