Oracle Linux 7.3 Failed Booting Up With Error 'Can not open password database' in Rescue Mode (Doc ID 2338673.1)

Symptoms

Oracle Linux 7.3 can not boot up successfully .

[1] Boot into normal process, it stuck at  starting  some services like 'failed to start LSB: Bring up/down networking'. Then no next step showing .

[2] When boot into rescue mode , it reports error 'can not open password database '  .
