[PCA] Oracle VM Manager slow and AdminServer.log shows max (200) connections (Doc ID 2343444.1)

Symptoms

In PCA 2.3.1 the Oracle VM Manager BUI may be running very slowly. There is software (such as OEM) that is opening many connections to the Oracle VM BUI, and the maximum number of connections is not being honored internally causing sloweness. The logs (AdminServer.log) show that the maximum number connections have been reached.

You may see an error similar to the following in AdminServer.log:
