[ PCA 2.3.X] PCA-Software triggered SAN Refreshes Are Marked As Failed In ovca.log But Continue To Run On Oracle VM Manager

On Private Cloud Appliance, on various scenarios such as when creating a new tenant group using pca-admin, there are PCA Software initiated refreshes of the SAN Servers.
The PCA task performing this refresh may possibly time out before the corresponding job completes on the Oracle VM level.
