VMWare virtial NIC link goes up/down frequently. vmxnet3 0000:0b:00.0 vnic0: NIC Link is Down, vmxnet3 0000:0b:00.0 vnic0: NIC Link is Up 10000 Mbps

Symptoms

1. What is the issue?

NIC link flapping (going up and down) in a VMWare virtual server quite frequently, which is running Oracle Linux 7.3 as its operating system.
 
The following errors are see in dmesg and system logs:

Dec 4 17:37:29 server kernel: vmxnet3 0000:0b:00.0 vnic1: NIC Link is Down
Dec 4 17:37:29 server kernel: vmxnet3 0000:0b:00.0 vnic1: NIC Link is Up 10000 Mbps
Dec 4 17:37:29 server kernel: vmxnet3 0000:13:00.0 vnic2: NIC Link is Down
Dec 4 17:37:29 server kernel: vmxnet3 0000:13:00.0 vnic2: NIC Link is Up 10000 Mbps
Dec 4 17:37:29 server kernel: vmxnet3 0000:1b:00.0 vnic3: NIC Link is Down
Dec 4 17:37:29 server kernel: vmxnet3 0000:1b:00.0 vnic3: NIC Link is Up 10000 Mbps
Dec 4 17:37:29 server kernel: vmxnet3 0000:04:00.0 vnic4: NIC Link is Down
Dec 4 17:37:29 server kernel: vmxnet3 0000:04:00.0 vnic4: NIC Link is Up 10000 Mbps
