Oracle Openstack 4.0.1: Setting Empty Property to "" Gives Error: "MissingArgument: Argument is missing: Property Value" (Doc ID 2353312.1)

By default after openstack-kollacli RPM installation, there are some properties shown empty, such as:

$ kollacli property list | grep docker_registry_username
| --- | docker_registry_username | None |

Setting this empty property to "" gives error below:
$ kollacli property set docker_registry_username ""
