[ PCA ] Multiple Unknown MAC's Tagged as "ignore_non_ilom" in the Node Database (Doc ID 2358694.1)

Symptoms

On Oracle Private Cloud Appliance, there are multiple entries in the node database which are recorded as ignore_non_ilom. For example:

mac=08:ee:8b:96:1d:e1 ip=192.168.4.190 link= name= type= state=ignore_non_ilom
mac=3c:77:e6:46:ab:2b ip=192.168.4.193 link= name= type= state=ignore_non_ilom
mac=60:6c:66:a1:86:9b ip=192.168.4.190 link= name= type= state=ignore_non_ilom
mac=74:ba:db:4c:5d:df ip=192.168.4.191 link= name= type= state=ignore_non_ilom
mac=74:e5:0b:c6:92:fc ip=192.168.4.192 link= name= type= state=ignore_non_ilom
mac=74:e5:0b:c9:26:38 ip=192.168.4.192 link= name= type= state=ignore_non_ilom

After verifying there are no external equipment plugged in the OPUS switch and deleting these entries, they keep returning.
