[PCA 2.x] Provision Compute Node Fails with "The server profile for X could not be deleted from the OFI" (Doc ID 2360546.1)

On Oracle Private Cloud Appliance, all supported releases, when attempting to reprovision a compute node, the reprovisioning job fails with :

[2018-02-13 07:24:58 4075740] INFO (nodestateserver:269) Attempting to delete the server profile for ovcacn34r1 from the OFI
[2018-02-13 07:25:02 4075740] DEBUG (nodestateserver:273) The server profile for ovcacn34r1 could not be deleted from the OFI.
[2018-02-13 07:25:02 4075740] DEBUG (nodestateserver:873) Node 00:10:e0:c4:a1:65 failed in early stages, marked as DIRTY.

There are no other particular symptoms witnessed. Repeated attempts to reprovision do not demonstrate a different behavior.
