Oracle Linux: "nfslock" Service Cannot Boot with Error "failed to create RPC listeners, exiting" (Doc ID 2367656.1)

Symptoms

nfslock service cannot be started, /var/log/messages includes the error line like:

Mar 1 09:49:27 hostname rpc.statd[8379]: failed to create RPC listeners, exiting

In this case, mounting NFS exports as NFS clinet fails as:

# mount -t nfs hostname:/nfsexport /somewhere
mount.nfs: rpc.statd is not running but is required for remote locking.
mount.nfs: Either use '-o nolock' to keep locks local, or start statd.
mount.nfs: an incorrect mount option was specified
