Symptoms

Oracle VM Servers in locked state, no jobs can be started.
After an apparently successful restart of the ovs-agent, we see the error "DEBUG (xmlrpc:423) Error init XMLRPC Server: [Errno 98] Address already in use" in the ovs-agent.log .
