Cannot Send Email to External Domain and Sendmail Reports "timeout waiting for input from xxx during client greeting" (Doc ID 2405576.1)

Symptoms

Cannot send email to external mail address.

# mailx -s "test-email-from-user" user@dest-maildns.server < email-body.txt

Checking sendmail log file in /var/log/mailog:

 server sendmail[3636]: xx: timeout waiting for input from <dest-maildsn.server> during client greeting
 server sendmail[3636]: xx: to=<user@dest-maildns.server>, ctladdr=<user@localhost> (503/501), delay=06:13:20, xdelay=00:15:01, mailer=esmtp, pri=660388, relay=dest-maildsn.server. [x.x.x.x], dsn=4.0.0, stat=Deferred: Connection timed out with dest-maildsn.server.

However, sending email to local server works.
