[ PCA/OVM ] Oracle VM GUI Refuses Connection with Error "Too Many Open Manager Connections For User Admin: 100 Active Connections"

Oracle VM - Version 3.4.1 to 3.4.3 [Release OVM34]
On Oracle Private Cloud Appliance, possibly making use of Oracle Enterprise Manager, when an administrator attempts to connect to the Oracle VM Manager, the login fails.
When running :
# service ovmm restart
On the primary management node, the problem disappears for a while, but resumes after a time period depending on the number of connections made in that time interval.
The following error is also being reported in the AdminServer.out :
