[ PCA 2.3.1 ] Error "Too Many Open Manager Connections For User Admin: 100 Active Connections" Reported in AdminServer.out and Oracle VM GUI Refuses Connection for User Admin

On Oracle Private Cloud Appliance, possibly making use of Oracle Entreprise Manager, when an administrator attempts to connect to the Oracle VM Manager, the login fails.
When running :
# service ovmm restart
On the master management node, the problem disappears for a while, but resumes after a time period depending on the number of connections made in that time interval.
The following error is also being reported in the AdminServer.out :
