OVM: Unable to Access OVM Manager UI "Unable to connect to core. Retrying in 30 seconds." (Doc ID 2412851.1)

Symptoms

Login to Oracle VM Manager Console fail. Keep requesting for username and password.

Utilities like ovm-cli and vmpinfo3 also fail to authenticate.

AdminServer.log don't show a cause, just report the login failure:
