Latest Red Hat Compatible Kernel(RHCK) Not Working on OCI-C Compute (Oracle Cloud Infrastructure Compute Classic)

Symptoms
When RHCK (Oracle) or Red Hat Kernel (Centos) is updated to anything greater than kernel-3.10.0-693.17.1.0.1.el7.x86_64 the instance won't boot any more under Oracle Infrastructure Cloud-Compute Classic.
