Attempting to Import an ISO or Virtual Appliance Using HTTP on the 192.168.40.x Network fails with "URL returned error: 403 Forbidden" (Doc ID 2418590.1)

Symptoms

 On Oracle Private Cloud Appliance, when attempting to import an ISO , a Virtual Machine or a Virtual Appliance from the Storage network e.g. using the Internal ZFS Storage Appliance of the Rack or the External attached storage, the job to import the appliance fails with the following kind of error message :

OVMAPI_6000E Internal Error: OVMAPI_5001E Job: 1530275566684/Import Virtual CDROM to Repository: Rack1-Repository. URL: https://192.168.40.244/../05152018.iso Import Virtual CDROM to Repository: Rack1-Repository. URL: https://192.168.40.244/../05152018.iso, failed. Job Failure Event: 1530275568074/Server Async Command Failed/OVMEVT_00C014D_001 Async command failed on server: ovcacn09r1. Object: 05152018.iso, PID: 2242, Server error: [Errno 14] PYCURL ERROR 22 - "The requested URL returned error: 403" , on server: ovcacn09r1, associated with object: 0004fb0000150000390451e22d5e50cf.iso [Fri Jun 29 12:32:48 UTC 2018]

There are no particular security constraints which could cause this 403 error on the External Storage / Internal ZFS
