Hardware Clock Reverting Back To UTC on HP ProLiant BL460c Gen8

Symptoms

Multiple HP ProLiant BL460c Gen8 servers running Oracle Linux 6.9  configured to use local time regularly experienced drift and reverted back to UTC time.
Regular ntp syncs were seen in the system logs:
