Oracle Linux 7: dnsmasq.service cannot be started manually (Doc ID 2426948.1)

Symptoms

 dnsmasq.service can not be started manually.

 It shows an error "failed to create listening socket for port 53: Address already in use" as below:

# systemctl status dnsmasq.service -l
* dnsmasq.service - DNS caching server.
Loaded: loaded (/usr/lib/systemd/system/dnsmasq.service; enabled; vendor preset: disabled)
Active: failed (Result: exit-code) since Wed 2018-07-25 10:24:22 JST; 16s ago
Process: 12210 ExecStart=/usr/sbin/dnsmasq -k (code=exited, status=2)
Main PID: 12210 (code=exited, status=2)

Jul 25 10:24:22 hostname systemd[1]: Unit dnsmasq.service entered failed state.
Jul 25 10:24:22 hostname systemd[1]: dnsmasq.service failed.

 

Changes

 libvirtd.service has been installed and started.
