Why Is Time Source Taken As LOCL When NTP Servers Are Reachable? (Doc ID 2461395.1)

Symptoms

Two Oracle Linux RAC Servers are syncing time from two Windows NTP Servers ( 192.168.1.1 and 192.168.1.2 ) but ntpq -p shows that time is taken from 192.168.1.1 as .LOCL

# ntpq -p
