Ntpd Not Syncing Time with ntpstat showing: unsynchronised polling server every 8 s (Doc ID 2462894.1)

Symptoms

On Oracle Linux 7.5, ntpd repeatedly failed to synchronise time, with time drifting, and ntpd not running.

After restarting ntpd,  running the ntpstat command results in the errors below, and the time cannot be synchronised by ntpd:

# ntpstat
unsynchronised
  polling server every 8 s
