Oracle Linux: Time Zone Abbreviation Replaced by Numeric Value

Symptoms
When executing the date(1) command on Linux, the abbreviated timezone string shows as a numeric offset from UTC time as "-03" instead of a traditional abbreviated string like "BRT".
Example
Now:
$ date
Fri Nov 2 21:05:00 -03 2018
Before:
$ date
Fri Nov 2 21:05:00 BRT 2018
Changes
The tzdata package was updated to a version equal or more recent than 2017a
