Linux rsyslog Rate Limiting Is Not Working Correctly (Doc ID 2471270.1)

Symptoms

Due to rate limiting by rsyslog, /var/log/messages is showing lots of dropped message entries:

However, disabling rate limiting as detailed in Doc ID 1947871.1 results in few entries in the messages file.
