Oracle Linux :"ntpp -q" Can't Synchronize to NTP server Itself (Doc ID 2474256.1)

Symptoms

NTP sync is working fine in multiple servers (running Oracle Linux 6.x) which is an Oracle Exadata deployment except only one node:

# ntpq -pn
  remote refid st t when poll reach delay offset jitter
==============================================================================
 172.XX.XX.180 .INIT. 16 u - 1024 0 0.000 0.000 0.000
# ntpstat
unsynchronised
  time server re-starting
  polling server every 8 s
