Oracle VM 3: VM HA(Virtual Machine - High Availability) Fail with "VMID does not exist" (Doc ID 2496697.1)

Symptoms

High-Availibility ( HA ) on a VM does not work even after an Oracle VM Server which was running HA enabled VM(VM ID=0004fb0000060000c6b2c1xxxxxxxxxxxx) was down.

Server Pool Master at the time logged below:

[2018-12-10 10:48:24 6784] DEBUG (ha:97) VM 0004fb0000060000c6b2c1xxxxxxxxxxxx does not exist
[2018-12-10 10:48:38 6784] DEBUG (ha:97) VM 0004fb0000060000c6b2c1xxxxxxxxxxxx does not exist
[2018-12-10 10:48:51 6784] DEBUG (ha:97) VM 0004fb0000060000c6b2c1xxxxxxxxxxxx does not exist
[2018-12-10 10:49:04 6784] DEBUG (ha:97) VM 0004fb0000060000c6b2c1xxxxxxxxxxxx does not exist
[2018-12-10 10:49:18 6784] DEBUG (ha:97) VM 0004fb0000060000c6b2c1xxxxxxxxxxxx does not exist

Changes

 an Oracle VM Server which had run the HA enabled VM was down.
