Symptoms

"crontab -l" for non root user fails with following error:

$ crontab -l
You (user) are not allowed to use this program (crontab)
See crontab(1) for more information

/var/log/cron:

Jan 23 13:51:08 host1 crontab[24356]: (user) AUTH (crontab command not allowed)

Also verified /etc/cron.deny does not have the username added.
