[PCA] Managing Locks During Upgrade to 2.3.4 Through pca_upgrader (Doc ID 2504840.1)

Support and customers used to delete sets of locks to re-trigger failed upgrades in previous PCA releases.

The usual procedure was to delete the set of locks and re-trigger an upgrade again.

Depending on where the failure occurs, restarting the upgrade without first addressing the issues is not advised.
