Oracle Linux: Network Service Fails to Start While SELinux Is Enabled (Doc ID 2508103.1)

Symptoms

On reboot, networking service fails to start with error below in messages log /var/log/messages as below:

Jan 24 21:33:08 server1 systemd: Started D-Bus System Message Bus.
Jan 24 21:33:08 server1 dbus-daemon: Failed to start message bus: Failed to open "/etc/selinux/minimum/contexts/dbus_contexts": No such file or directory
Jan 24 21:33:33 server1 systemd: Failed to register match for Disconnected message: Connection timed out
Jan 24 21:33:33 server1 systemd: Failed to initialize D-Bus connection: Connection timed out
Jan 24 21:33:33 server1 systemd: dbus.service: main process exited, code=exited, status=1/FAILURE
Jan 24 21:33:33 server1 systemd: Unit dbus.service entered failed state.
Jan 24 21:33:33 server1 systemd: dbus.service failed.
Jan 24 21:33:33 server1 systemd: network.service start operation timed out. Terminating.
Jan 24 21:33:33 server1 systemd: Failed to start LSB: Bring up/down networking.
Jan 24 21:33:33 server1 systemd: Unit network.service entered failed state.
Jan 24 21:33:33 server1 systemd: network.service failed.
