[PCA] Upgrade Seciond Management Node Failed with "FATAL ERROR: The pre-upgrade verification module is missing" (Doc ID 2517309.1)

Symptoms

Upgrade the second Management Node failed right after kicked off, no update task was created.

[root@ovcamn06r1 ~]# pca-admin update appliance install_image

About to run the Pre-Upgrade checks and to export the OVM Database;

Status: Failure
Error Message: FATAL ERROR: The pre-upgrade verification module is missing.

/var/log/ovca.log shows same exception:
