Starting the VSFTPD Service fails

Symptoms
Trying to start the vsftpd service fails, with the below messages:
# service vsftpd restart
Shutting down vsftpd: [FAILED]
Starting vsftpd for vsftpd: [FAILED]
THe following errors are seen in the sys logs.
Mar 14 11:40:59 <hostname> xinetd[2252]: EXIT: ftp status=0 pid=29183 duration=94(sec)
Mar 14 12:24:29 <hostname> ftpd[29144]: User orabis timed out after 900 seconds at Thu Mar 14 12:24:29 2019
Mar 14 12:24:29 <hostname> xinetd[2252]: EXIT: ftp status=1 pid=29144 duration=2782(sec)
Mar 14 15:13:42 <hostname> xinetd[2331]: bind failed (Address already in use (errno = 98)). service = ftp
Mar 14 15:13:42 <hostname> xinetd[2331]: Service ftp failed to start and is deactivated.
