User Unable to Login Using Correct Password or Change User Password, Error: "passwd: Authentication token manipulation error"

Symptoms
A user is unable to login to a linux server using the correct password, and the login attempt fails with the following error:
localhost passwd: gkr-pam: no password set, and use_authtok was specified
localhost passwd: gkr-pam: couldn't change password for the login keyring: the passwords didn't match.
localhost passwd: gkr-pam: stopped the daemon
Try to change the password of the user "user" also fails, as follows:
[root@localhost]$ passwd user
Changing password for user user.
Changing password for user.
(current) UNIX password:
passwd: Authentication token manipulation error
