[PCA] "pca-admin list network port" Fails With Error: "Cannot connect to proxy" (Doc ID 2543501.1)

Symptoms

When try list network port, the command line fails with:

PCA> list network-port

Status: Failure
Error Message: Exception Exception HTTPSConnectionPool(host='192.168.4.216', port=8443): Max retries exceeded with url: /xms/resource/rest/xmsSession (Caused by ProxyError('Cannot connect to proxy.', error('Tunnel connection failed: 403 Forbidden',))) while executing POST request for xmsSession when trying to Login
