Docker: 'docker' Service Hangs when Using 'devicemapper' Storage Driver on NFS storage (Doc ID 2568651.1)

Symptoms

On an Oracle Linux 7 server running Docker 17.06.2, the docker service regularly hangs and the resultant dead containers can't be cleaned up, with the below error occuring:
