Oracle Linux: OL7 With EMC PowerPath Boot Stuck With Message "A start job is running for PowerPath startup script" (Doc ID 2576201.1)

Symptoms

When booting an Oracle Linux 7 server with PowerPath it gets stuck at a stage with messages "A start job is running for PowerPath startup scripts"

The server boots successfully with RHCK. Also, with UEK, if the HBA is detached from the server, it boots fine and once the server is up, the HBA can be attached and there are no issues observed.

On checking further on the devices seen in above image, we see errors reported by lvm2 stating "Too many open files"
