Oracle VM: Memory Size of Oracle VM Server(Dom0) Is Automatically Reduced Even When "enable-dom0-ballooning" is Set to "no" (Doc ID 2580511.1)

Symptoms

 Occasionally, the memory size of Oracle VM Server(Dom0) would be reduced automatically, even when "enable-dom0-ballooning" is Set to "no" in /etc/xen/xend-config.sxp.

 For example, it should be 4096(MB) but in the case below it is  4017(MB):

# grep dom0_mem /etc/grub.conf
kernel /xen-64bit.gz dom0_mem=4096M
# xm info | grep Domain-0
Domain-0 0    4017    16   r-----  209332.7        # 4017 is less than 4096

Changes

 Starting DomU and I/O for virtual block device on the DomU.
