Hostname Resolution Fails for Non-root user, Getting "Name Or Service Not Known" or "Unknown host" (Doc ID 2586219.1)

Symptoms

When attempting to telnet to a host from a non-root user it fails. Users are able to connect properly using ip address.
The following error occurs.

Below error appears for non-root users

$ telnet <hostname> 22
telnet: <hostname>: Name or service not known
<hostname>: Unknown host


Working fine with root user:

# telnet hostname 22
Trying <ip>...
Connected to <hostname>.
Escape character is '^]'.
SSH-2.0-OpenSSH_5.3
^]
telnet> quit
Connection closed.
