Oracle VM: PS or TOP Shows Wrong %CPU Value After Live-Migration (Doc ID 2586620.1)

Symptoms

After live-migration, PS or TOP shows wrong %CPU value, anytime 0.0 or very large like 1532.0.

For example below, %CPU should be 100% but 0.0% actually.

$ yes > /dev/null
$
$ top -b -d 1 | grep yes
31168 username 20 0 98.6m 584 496 R 0.0 0.0 0:06.36 yes
