Oracle VM/ODA : Time in Guest VM Jumps by Hours Equal to Difference Between UTC And Local TZ When Restarted (Doc ID 2594346.1)

Symptoms

Time in the Guest VM jumps ahead by a time equal to the difference between UTC and local time.

In below example, Eastern European Summer Time (EEST) is used for demonstration purpose.

[root@HOSTNAME ~]# date
Wed Sep 25 13:55:00 EEST 2019
[root@HOSTNAME ~]# hwclock
Wed 25 Sep 2019 01:55:07 PM EEST -0.046859 seconds

After rebooting the VM the time jumps by 3 hours which is equal to difference between UTC and EEST (UTC +3)

[root@HOSTNAME ~]# date
Wed Sep 25 16:57:27 EEST 2019
[root@HOSTNAME ~]# hwclock
Wed 25 Sep 2019 04:57:31 PM EEST -0.712774 seconds
