Symptoms

After upgrade to Oracle Linux 7.7 and trying to start the VNC service :

Oct 14 13:33:47 systemd[1]: Starting Remote desktop service (VNC)...
Oct 14 13:33:50 systemd[1]: New main PID 19883 does not belong to service, and PID file is not owned by root. Refusing.
Oct 14 13:33:50 systemd[1]: New main PID 19883 does not belong to service, and PID file is not owned by root. Refusing.
Oct 14 13:33:50 systemd[1]: Failed to start Remote desktop service (VNC).
Oct 14 13:33:50 systemd[1]: Unit vncserver@:3.service entered failed state.
Oct 14 13:33:50 systemd[1]: vncserver@:3.service failed.
