Oracle Linux: Unable to SSH with All Users and Receiving "Connection Closed by <IP>" (Doc ID 2608458.1)

Symptoms

Unable to login as any users like (<user1> <user2>) but able to log in as the admin user

Example:

# ssh <user1>@<hostname>
user1@<hostname>'s password:
