Oracle Linux: "Error In Service Module" while Logging in via Oracle VM Console (Doc ID 2613599.1)

Linux OS - Version Oracle Linux 7.7 with Unbreakable Enterprise Kernel [4.14.35] and later
Oracle VM - Version 3.4.1 and later
Linux x86-64

Symptoms

Login via Oracle VM Console cannot proceed and "Error in service module" appears. There are no issues in logging in via SSH.

In /var/log/secure, the following messages can be observed:

 

Nov 19 19:35:04 <hostname> login: pam_limits(login:session): cannot read settings from /etc/security/limits.conf: Permission denied
Nov 19 19:35:04 <hostname> login: pam_limits(login:session): error parsing the configuration file: '/etc/security/limits.conf'
Nov 19 19:35:04 <hostname> login: pam_unix(login:session): session opened for user <USERNAME> by LOGIN(uid=0)
Nov 19 19:35:04 <hostname> login: Error in service module

 

 

Changes

Incorrect security context or permissions applied on /etc/security/limits.conf
