Guest Virtual Machine Errors with "do_IRQ: X.XX No irq handler for vector (irq -1)"

In virtualized Xen environments, the following message may appear with one or more of the symptoms below (not all symptoms can occur at the same time).
do_IRQ: 1.113 No irq handler for vector (irq -1).
- VM hangs when downsizing the amount of the vCPUs.
- Unexpected or unexplained spikes of load average.
- RAC Cluster nodes: CRS could possibly evict the node due to network communication degradation. (Network RDS connection resets).
- Network connectivity lost (IB or Ethernet).
The No IRQ Handler error will log in /var/log/dmesg, /var/log/message and VMcore kernel logs.
